Union Gap School District (UGSD) seeks qualifications from construction management firms with significant experience in school addition and modernization projects to perform selective Construction Management services as an agent and advocate for UGSD while working with UGSD’s previously selected Architect for a 13,240 square foot addition and miscellaneous building and site improvements to the existing Union Gap School. The construction budget is $8.1 million. The total project budget includes a $200,000 fee allocation for selective Construction Management services. Project delivery: Design-Bid-Build. Project schedule: construction documents complete January 2026 for public bids, construction begins March 2026, and final occupancy August 2027. Required selective Construction Management services:
Monitor UGSD budget and expenditures.
Assist UGSD to hire and manage UGSD consultants (SEPA, traffic, environmental, FFE, archaeological, survey, geotechnical, hazmat, commissioning, quality control & testing).
Attend design meetings (ten to twelve) and Architect meetings with permitting agencies.
Attend pre-bid conference and bid opening, including bidder qualification review.
Attend all weekly construction meetings, review schedule, and observe and report on construction quality.
Review Contractor change orders and RFIs in coordination with Architect.
Assist UGSD to prepare payment applications and meet agency closeout requirements.
Construction management reporting at UGSD Board meetings as requested.
Additional construction management services proposed by applicant to be provided under the limit of the fee allocation above (if determined desirable by UGSD).
Applicant construction management firms shall submit a Statement of Qualifications (SOQ) consisting of a letter of interest (maximum 2 pages, single-sided, 8.5”x11” format) and relevant experience (maximum 20 pages, single-sided, 8.5”x11” format), including description of how applicant will accomplish the required services under the limit of the fee allocation above (provide task breakdown), resumes for proposed personnel, two representative project case studies, and two professional references. UGSD will review the submitted materials and reserves the right to conduct discussions/interviews with applicant firms with the goal of selecting the firm it deems most highly qualified.
